troops in iraq and progress in afghanistan in a speech in indianapolis today. the address to the veterans of foreign wars comes as david patraeus says they're turning the tide in afghanistan and americans end their operations in iraq. >> we're going home. we won. it's over. >> reporter: the uplifting images out of iraq late last week are unlike most images of war. smiling soldiers preparing to head homeward are a sharp contrast to the news out of afghanistan. two members of a force were killed on monday. 44 international troops have died there this month, including 29 americans. this, as afghan president hamad karzai plans to reach out to the taliban. >> afghan will be ready to talk to those taliban powers who belong to afghanistan and not part of al-qaeda. >> reporter: senator lindsey graham has just returned from afghanistan. although graham has battled the president's idea of setting a date for troop withdrawal there, he now said he could see an end to u.s. involvement. >> after this trip, i think we can transition some areas of afghanistan to afghan control. i have seen progress i had
